Why is this man setting the forest on fire?

Answer:

This was taken at the Merritt Island National Wildlife Refuge. He is setting the fire as part of a Prescribed Burn to burn away excess undergrowth and dead plants. Without human intervention, most forests have periodic fires from lightning, etc. In areas where these fires are quickly put out by humans, the undergrowth and dead wood build up.

This is done under controlled conditions, when the weather conditions are favorable. This lessens the danger of major wildfires, and helps trees survive future forest fires by removing excess fuel that would make the fire hot enough to kill the trees, along with many of the creatures that can survive through a regular forest fire.
