Great question! When you open a window while driving, there is a large difference in the motion of the air inside the car and the air outside the car. That causes turbulence, swirling the air inside the car to scatter your papers.
Balloon cover?
I am just curious why you covered the eyes of "Pooh" and "Tiger" with a marker? Does the marked balloon act difrent than a unmarked balloon? And do plastic balloons act diffrent from rubber balloons?

Covering their eyes was just to be funny. It does not make a difference for the experiment. Plastic and rubber balloons both respond the same way. Great Questions!

I think the reason why balloons act so crazy in a car is because it doesnt get enough oxygen in oder for the helium to stay in the balloon.
