When starfish wash up on the shore, they bury themselves in the sand to protect themselves from predators and drying out. When the tide is coming back in, they dig their way out of the sand, so the waves can carry them back out. This one was waiting for the waves to reach high enough on the beach to carry it off the beach. This one has emerged, and is waiting for a wave to take it back out to sea.
