This is Ephedra, also known as Mormon Tea. It is a common plant in the Southwestern US, and other closely related species live in other parts of the world. It contains several alkaloids, including ephedrine and pseudoephedrine. It has been used to treat asthma and allergies, as well as being used to raise blood pressure and even as a weight loss drug. Native Americans brewed a medicinal tea from the plant.
